The European Commission has published its second semi-annual report on the NextGenerationEU funding programme, covering the period 1 January – 30 June 2022. The report reviews the implementation of the NGEU funding in the first half of the year.

The Commission has so far raised €121 billion in long-term funding under NGEU since the start of the programme in June 2021, of which €50 billion between January and June 2022. This includes NGEU green bonds in the amount of €28 billion, with €16 billion issued in the first half of 2022.

Despite the increasingly challenging market conditions, investors maintained strong interest in the programme, with orderbooks of between 5.9 and 16 times for the NGEU syndicated transactions. In the first half of 2022, the Commission also launched a new green bond dashboard – which allows real-time monitoring of how Member States use the funding raised via green bonds, and published its funding plan for the remaining of 2022.

On the basis of the funds raised so far, the Commission has disbursed over €100 billion to EU countries under the Recovery and Resilience Facility (RRF) and €15.5 billion to other EU budget programmes that benefit from NGEU funding.
