What are Forward-Looking Projects?
Forward-Looking Projects support transnational large-scale projects that aim to identify, develop, test, and/or assess innovative (policy) approaches across all types of learning.
They propose solutions that have the potential to become mainstream or bring about a substantial innovative effect to methods and practices, promoting Europe’s social cohesion and key priorities.
Funding for these projects comes from Erasmus+.
Projects partnerships are a combination of public and private organisations, which bring together researchers, practitioners, and partners with the capacity to influence policymakers.
Topics covered
The Forward-Looking Projects Call of 2025 outlines 8 topics, 3 of which support digital education. Proposals must address one of these 3 topics.
- Assessment of digital skills and competences and development of assessment methodologies for a variety of education contexts
- Artificial Intelligence systems and its ethical and effective use in education and training
- Innovative data collection and exchange approaches in primary, secondary (including vocational education and training (VET) for data-informed decision making
Projects can address or bridge different educational sectors. They must support high quality and inclusive digital education, in line with the Digital Education Action Plan 2021-2027.
Assessment of digital skills and competences
Digital skills have become a basic skill. While all EU countries include digital skills development in their education and training systems, most do not have homogenous testing procedures for testing at primary and secondary (including VET) levels.
Projects under this topic will explore the feasibility of assessment practices, clearly referencing DigComp, in a variety of educational contexts, and identify factors and criteria for developing robust assessment methodologies for digital skills.

Artificial Intelligence systems in education and training
The rapid and widespread adoption of artificial intelligence (AI), including generative AI, has had large-scale implications for education and training.
To mainstream the potential of generative AI, it is essential to ensure that the technology’s adoption is inclusive, effective, and ethical.
Projects under this topic will place a strong focus on fostering organisational readiness of education and training institutions at any level. They will involve public education and training authorities to ensure its higher transferability across sectors.

Innovative data collection and exchange approaches
Data from learners, teachers, parents, and school facilities is essential to assess teaching and learning strategies in individual schools and regions. However, existing data collection and analysis methodologies differ widely across institutions and EU countries.
Projects under this topic will contribute to developing ethical and privacy-centred data collection and analysis and the facilitation of effective data exchange.

Who can apply
The applicants (beneficiaries and affiliated entities) must be legal entities (public or private bodies) active in the fields of education and training, research and innovation, or employers, established in one of Erasmus+ Programme Countries.
Organisations from third countries not associated to the Programme can only be involved as associated partners (not as beneficiaries and affiliated entities).
