EU budget 2028-2034: Commission proposes new “AgoraEU” programme for culture, media and civil society

This single integrated programme will provide spaces where citizens can meet, create and exchange, freely express their opinions and become more aware and appreciative of diversity.

AgoraEU will cover policy areas that are key to empowering European citizens and building stronger and more resilient societies.

Aims

It aims to

  • promote cultural and linguistic diversity and heritage
  • increase the competitiveness of the cultural and creative sectors, in particular the media and audiovisual industries
  • safeguard artistic and media freedom
  • protect and promote equality, active citizenship, rights and values

Three strands

Its structure reflects the three policy areas it covers, with three distinctive corresponding strands:

  • Creative Europe – Culture
  • MEDIA+
  • Democracy, Citizens, Equality, Rights and Values’ (CERV+)

A wider Creative Europe – Culture strand

The Creative Europe – Culture strand will build on the success of the current culture strand of Creative Europe 2021-2027, while widening its offer of opportunities, accompanying the ambitions of the upcoming Culture Compass for Europe.

It will:

  • help cultural and creative sectors in addressing key and emerging challenges
  • reinforce creative potential of the sectors, in respect of artistic freedom
  • foster circulation of a diversity of cultural content beyond national borders
  • help more artists and creative professionals expanding their careers
  • contribute to a more inclusive access to a diversity of cultural expression and heritage
  • reinforce international cultural partnerships and exchanges
  • promote cultural policy development and data collection
