Commission unveils IMPACTS-EDIC to digitalise public administration across Europe

On 2 December 2025, the European Commission adopted a decision establishing the Innovative Massive Public Administration interConnected Transformation Services European Digital Infrastructure Consortium (IMPACTS-EDIC). This new instrument empowers Member States to collectively develop, deploy, and operate comprehensive digital solutions with unique governance models and legal personality.

IMPACTS-EDIC will have its statutory seat in Athens, Greece, uniting Greece, Croatia, Hungary, Poland, the Netherlands, and Ukraine as founding members. Additional Member States may join under equitable terms, facilitating broader collaboration across Europe.

Background and mission of IMPACTS-EDIC

In today’s rapidly evolving digital landscape, the need for connected and efficient digital public services is paramount. IMPACTS-EDIC’s task is to implement multi-country projects in the realm of digital solutions and services for interconnected public administrations.
