Commission disburses €37 million to Cyprus under NextGenerationEU

The European Commission has disbursed the remaining €37 million to Cyprus related to the payment request for the second and third instalments under the Recovery and Resilience Facility (RRF), the centrepiece of NextGenerationEU.

In September 2024, the Commission concluded that one milestone concerning a reform to tackle aggressive tax planning was not satisfactorily fulfilled and therefore suspended the payment of €43 million. Cyprus took additional policy action in the six months following the suspension, leading the Commission to conclude, in June 2025, that the outstanding milestone was satisfactorily fulfilled. This finding was confirmed by the Economic and Financial Committee. Accordingly, the Commission has now greenlighted the previously suspended gross amount of €43 million, which leads to a payment of €37 million net of pre-financing.

As for all Member States, payments made to Cyprus under the RRF are performance-based and depend on the implementation of the investments and reforms described in its recovery and resilience plan.

Cyprus’s recovery and resilience plan is financed by €1.2 billion, of which €1.0 billion in grants and €200 million in loans. An interactive map showcasing examples of reforms and investments supported by the Recovery and Resilience Facility is available online.
